EEOC Appoints Carol R. Miaskoff as Legal Counsel


Miaskoff has worked for EEOC in various capacities for over 28 years

EEOC appointed Carol R. Miaskoff as the agency’s legal counsel.  Miaskoff has been working for the Commission in various positions since January 1993.  Prior to this appointment, she was associate legal counsel and serving as acting legal counsel since February 2021. During her long tenure with EEOC, Miaskoff staffed and supervised major regulatory and policy projects in several administrations.  During the September 11, 2001 attacks, the 2009 influenza pandemic and the COVID-19 pandemic, Miaskoff helped shape the agency’s responses to employment consequences.

The Office of Legal Counsel (OLC) provides legal advice to the Chair and the Commission on various substantive, administrative, and procedural matters.  The office is also responsible for developing rules and guidance under the various laws that the agency administers and for managing the Freedom of Information Act (FOIA) program.

Miaskoff graduated from Harvard University, with a concentration in psychology and social relations, and from the George Washington University Law School, with high honors.  In the community, she has guest-lectured at an undergraduate class on Women in the Law at Georgetown University.
